FENCE RULES – LAWRENCE (TOWNSHIP) – STARK COUNTY, OHIO
OVERVIEW
Residential fences are permitted on private property within Lawrence Township in Stark County, subject to local regulations.
This page applies to the unincorporated portion of Lawrence Township in Stark County governed by Lawrence Township zoning; incorporated cities and villages regulate fences under their own ordinances.
Local fence requirements appear in the Lawrence Township Zoning Resolution, particularly Section 301.4, Supplementary Regulations, and in the township’s Fence Permit Fee Effective January 1, 2026 notice. The zoning resolution contains the principal yard, height, corner-visibility, and private-pool barrier rules, while the later notice establishes the current fence-permit process. Residential building-code administration is handled separately by Stark County Government.
This page focuses on typical single-family residential fencing. If the jurisdiction’s code, ordinance, or zoning-resolution materials do not state a specific limit or requirement, this page notes that the controlling regulatory text does not specify one. If no local code, ordinance, or zoning resolution is available in the approved source packet, this page notes that the jurisdiction does not publish the relevant standard in the referenced published materials.
Compiled From the Lawrence Township Zoning Resolution, Fence Permit Fee Effective January 1, 2026 notice, Lawrence Township Zoning Department materials, Ohio Department of Commerce Building Department Lookup, Stark County Building Inspection Department materials, Residential Code of Ohio, OHIO811 materials, and Ohio Revised Code Chapter 971 as of July 2026.
GOVERNANCE
Lawrence Township regulates land use in the township’s unincorporated territory under the Lawrence Township Zoning Resolution. The Lawrence Township Board of Trustees establishes the Zoning Inspector position, and the Lawrence Township Zoning Inspector administers applications, approvals, and enforcement under the resolution.
The 2025 zoning resolution states that an ordinary fence does not require a zoning certificate, but it requires the Zoning Inspector to be notified and to approve or disapprove the proposed fence. The later January 2026 fence-permit notice establishes a separate fence permit before construction for installation, replacement, or modification. That notice is the township’s current published administrative direction for residential fence work.
The Ohio Department of Commerce Building Department Lookup identifies residential code enforcement for Lawrence Township as enforced by Stark County Government. This certified residential building-department administration is separate from the township’s zoning and fence-permit process.
PERMIT AND APPROVAL REQUIREMENTS
• Fence Permit: A resident planning to install, replace, or modify a fence must obtain a Lawrence Township fence permit before construction. The published fee is $10, effective January 1, 2026.
• Application and Review: The January 2026 notice directs applicants to the Lawrence Township Zoning Office. The permit process reviews compliance with township zoning requirements, including property-line setbacks, height restrictions, visibility requirements, and road rights-of-way, and is intended to prevent placement on neighboring property.
• Zoning Certificate Relationship: The zoning resolution states that a standard fence does not require a zoning certificate but does require Zoning Inspector notification and approval. The later fence-permit notice establishes the current separate permit process; it does not identify the fence permit as a zoning certificate.
• Building-Code Approval Context: Stark County Government administers the Residential Code of Ohio for Lawrence Township. The Residential Code of Ohio includes a building-code approval exemption for fences not over 6 feet high. Lawrence Township does not publish a separate local building-permit requirement for standard residential fences in the referenced published materials.
• Pool-Barrier Approval Context: The zoning resolution treats public or private pools containing more than 1-1/2 feet of water as structures for permit purposes. Pool construction, plumbing, electrical work, inspection, and other safety requirements are regulated through county or state codes. A fence used as a private-pool barrier must also comply with the township’s pool-barrier provisions.
FENCE PLACEMENT RULES
• Yard Locations: Fences, walls, and hedges may be located in any yard or along the edge of any yard, subject to the published height and visibility restrictions.
• Property Lines and Setbacks: The zoning resolution does not state a numeric setback for standard residential fences from property lines and permits fences along the edge of a yard. The 2026 permit notice states that the Lawrence Township Zoning Office reviews property-line setbacks and prevents placement on neighboring property. Fences must be located entirely on the owner’s property and must not encroach into road rights-of-way or easements.
• Road Rights-of-Way: The township’s current permit notice states that the fence-permit process is intended to prevent fences from being installed within road rights-of-way.
• Corner Lots: No fence, wall, hedge, or other obstruction to view over 2 feet high may be placed within the required corner-visibility triangle formed by the street right-of-way lines and a connecting line drawn at points 30 feet from their intersection.
• Private-Pool Location: A pool containing more than 1-1/2 feet of water may not be located in a front or side yard and must comply with the applicable yard setbacks. A fence used as the pool barrier follows the pool-related review context in addition to the ordinary fence rules.
• Utility Safety: Ohio law requires notice through OHIO811 before excavation where Ohio’s underground utility protection law applies. For covered fence work involving digging, drilling, augering, boring, grading, or other excavation, notice must be given at least two working days, not including the day of notification, but not more than 16 calendar days before excavation begins. For an owner personally excavating at property containing one through four dwelling units or another property category covered by the statutory owner-excavator provision, the notice requirement does not apply unless excavation is planned in a utility easement, a public right-of-way, or an area where utility facilities are known to serve the property; an excavator employed by the owner must comply. OHIO811 is a notification center and does not mark lines itself; participating utilities or their locators mark covered facilities and provide positive-response information. This statewide utility-notice framework is separate from local fence permitting, zoning certificates, development approval, easement limits, right-of-way approvals, floodplain review, stormwater review, drainage review, road or county-engineer review, historic or design review, HOA restrictions, and other applicable requirements.
FENCE HEIGHT AND VISIBILITY RULES
• Front-Yard Height: A fence, wall, or hedge along the sides or front edge of a front yard may not exceed 4 feet in height.
• Side- and Rear-Yard Height: The maximum height for a side- or rear-yard fence is 6 feet.
• Corner Visibility: Within the corner-visibility triangle, no obstruction to view over 2 feet high is permitted. Street trees within the area must be pruned to provide at least 8 feet of clearance above the established roadway grade.
• Private-Pool Barrier Height: An in-ground pool must be enclosed by a fence at least 4 feet high with secured access. An above-ground pool must be enclosed by a 4-foot fence; pool sides that are at least 4 feet high may constitute the required barrier.
• Residential Code of Ohio Context: The Residential Code of Ohio’s 6-foot figure is a building-code approval exemption threshold, not a township zoning height allowance. Lawrence Township separately limits front-yard fencing to 4 feet and side- and rear-yard fencing to 6 feet.
MATERIAL AND CONSTRUCTION LIMITS
• Standard Residential Materials: The zoning resolution does not specify permitted or prohibited materials for ordinary single-family residential fences.
• Finished Side, Opacity, and Orientation: The zoning resolution does not specify a finished-side, good-side-out, opacity, or orientation requirement for standard residential fences.
• Walls and Hedges: Walls and hedges are included with fences in the township’s ordinary yard-location, front-yard height, and corner-visibility rules.
• Pool-Barrier Construction: An in-ground pool barrier must provide secured access. For an above-ground pool, pool sides at least 4 feet high may serve as the required barrier.
• Special Fence Materials: The zoning resolution does not publish an ordinary residential standard for barbed wire, razor wire, electric fencing, battery-charged security fencing, chain link, vinyl, or wood fencing.
PRIVATE RESTRICTIONS
HOAs, subdivision covenants, deed restrictions, private easements, architectural-review covenants, private boundary agreements, recorded partition-fence agreements, conservation easements, and other private restrictions operate independently from Lawrence Township zoning and may be more restrictive than public rules.
A township fence permit, Residential Code of Ohio approval exemption, or OHIO811 notice does not replace applicable private restrictions or recorded agreements.
REVIEW AND ENFORCEMENT CONTEXT
Fence issues are typically reviewed during permit or approval review when required, and through complaint-based code enforcement. Examples include:
• Fence-Permit Review: Installation, replacement, or modification of a fence is reviewed through the Lawrence Township Zoning Office before construction, with the current published $10 fence-permit fee.
• Height and Yard Location: Fence, wall, or hedge placement may be reviewed for compliance with the 4-foot front-yard limit, 6-foot side- and rear-yard limit, and the rule allowing placement in any yard or along a yard edge.
• Property-Line and Right-of-Way Conflicts: The permit process addresses property-line setbacks, placement on neighboring property, and fences within road rights-of-way.
• Corner Visibility: Fences, walls, hedges, and other obstructions may be reviewed where they exceed 2 feet within the 30-foot corner-visibility triangle.
• Residential Building-Code Context: Stark County Government enforces the Residential Code of Ohio for Lawrence Township. The approval exemption for fences not over 6 feet does not remove the township’s separate fence permit, zoning height, placement, visibility, pool-barrier, utility, or private-restriction requirements.
• Pool Barriers: A fence used to enclose an in-ground or above-ground private pool is reviewed under the separate 4-foot pool-barrier and secured-access provisions.
• Zoning Administration: The Lawrence Township Zoning Inspector administers approvals and enforcement under the zoning resolution.
• Utility Excavation: Covered excavation for fence posts or related work remains subject to the OHIO811 notice and positive-response framework.
